A peer reviewed, or scholarly, or refereed journal article is one that is submitted for scrutiny by one's peers. Other experts (academics/researchers and the like) in the field will look at the article to ensure it is of high quality and has sound arguments, good references etc.and is fir to be published.
Sometimes the work may come back to the author for review, and on occasion it is rejected. This all takes months.
Your lecturer will often want you to find a certain number of 'peer reviewed' articles. Sometimes, the database advanced search page has an option to eliminate results that are not peer reviewed articles (such as trade magazines and news articles). Peer reviewed articles have a reference list at the end of the paper.
